Registered Manager – Adult Complex Needs Residential/Supported Living

Reports To: Head of Operations


 

Job Overview

We are seeking a highly experienced and dedicated Registered Manager to assume full responsibility for the day-to-day operation, leadership, and quality assurance of an adult residential/supported living service. The service supports adults with Autism, Learning Disabilities, and other complex needs.

This is a key leadership position requiring proven expertise in compliance, team management, and delivering high-quality, person-centered care in line with all regulatory standards (CQC or CIW).

 

Core Responsibilities

  • Leadership & Management: Act as the person-in-charge, providing leadership, supervision, and support to all team members delivering care services.

  • Compliance: Maintain registration with the relevant regulator (CQC or CIW) and ensure full compliance with the Health & Social Care Act 2008 (Regulated Activities) Regulations 2014 and all associated standards.

  • Team Deployment: Lead recruitment, induction, supervision, and appraisal of staff in partnership with HR and Learning & Development teams, ensuring appropriate staffing levels and efficient rotas (planned four weeks in advance).

  • Quality & Audits: Implement and monitor all organisational policies and procedures, complete required spot checks and audits, and ensure team members maintain excellent standards of professional practice.

  • On-Call: Implement and take personal responsibility for the effective "on call" duty system.

 

Management of Care and Support

  • Person-Centred Planning: Assess and review the emotional, spiritual, physical, medical, and material needs of the people supported, ensuring all documentation is completed and reviewed within agreed timeframes.

  • Safeguarding & Legislation: Ensure that Deprivation of Liberty Safeguards (DoLS) are implemented and authorized in conjunction with the Mental Capacity Act 2005. Record and investigate complaints, grievances, and allegations of abusive practice following company policies and the Duty of Candour principles.

  • Choice & Independence: Support individuals in making informed choices and decisions, following 'best interest' guidelines where necessary, and promoting active participation in social activities and the local community (may include driving a company vehicle).

  • Health & Medication: Oversee the effective arrangement and follow-up of all healthcare and specialist appointments. Manage the procurement, ordering, storage, recording, and administration of all medication in line with policies and legislation.

  • Admissions: Participate in decisions on prospective individuals to ensure the home can meet their assessed needs.

 

Operational and Financial Duties

  • Regulatory Liaison: Prepare for and cooperate with CQC or CIW inspections and local authority contract quality monitoring audits. Liaise with commissioners of services and Local Safeguarding Boards.

  • Finance & Budget: Responsible for monitoring and controlling day-to-day expenditure within prescribed limits.

  • Administration: Maintain robust paper, electronic, and intranet-based recording and filing systems. Ensure the correct forms are used and audits are completed and documented.

  • Premises: Ensure compliance with all fire, environmental health, infection control, and Health and Safety regulations (including RIDDOR). Report and track maintenance needs promptly.

  • Representation: Attend and participate in regional management meetings, and local authority provider and engagement forums, always acting as a positive ambassador for the organization.

 

Qualifications & Requirements

  • Registration: Must successfully pass the CQC or CIW Fit Persons Interview and maintain registration as the manager.

  • Experience: Previous managerial experience in a Social Care or Health Care setting.

  • Knowledge: Awareness of the Health & Social Care Act 2008 (Regulated Activities) Regulations 2014 and the inspection requirements of the relevant regulator (CQC/CIW).

  • Driving: A clean driving licence for access to a company vehicle.

  • Flexibility: Must be a role model in approach, demonstrating adaptability and flexibility to cover shift shortfalls, including weekday, weekend, awake night, and sleep-in shifts.
