Our client is expanding its provision of high-quality therapeutic residential care in South Wales. We are seeking a highly experienced and statutory-qualified Responsible Individual (RI) to oversee our two existing homes and strategically lead the development and registration of three new children’s homes over the next two years.
This is a senior leadership position requiring a deep commitment to CIW compliance and a proven ability to drive growth while maintaining the highest quality of care for young people with Emotional and Behavioural Difficulties (EBD) and Learning Disabilities (LD).
The Role: Statutory Governance & Strategic Expansion
As the named Responsible Individual on the CIW Register, you will be the key link between the Provider and the operational management team. Your core purpose is to ensure service delivery meets the requirements of the Regulated Services (Service Providers and Responsible Individuals) (Wales) Regulations 2017 and the National Minimum Standards (NMS).
Key Responsibilities:

CIW Liaison: Act as the primary contact for Care Inspectorate Wales, managing all regulatory communication and ensuring timely submission of statutory notices and reports.

Governance & Quality: Conduct robust monthly RI Assurance Visits (Regulation 60 monitoring) and oversee a rigorous Quality Assurance (QA) framework, driving services towards Excellent or Good CIW ratings.

Growth Leadership: Strategically manage the expansion project, from identifying new properties to achieving full CIW registration for three new homes, ensuring they are safe and fit for purpose before opening.

Safeguarding: Hold ultimate responsibility for the oversight and management of all Safeguarding procedures, ensuring compliance with the Social Services and Well-being (Wales) Act 2014.

People Management: Provide high-level professional supervision and coaching to Registered Managers, supporting their development and ensuring a highly skilled, therapeutic workforce.
Essential Requirements

Statutory Qualification: Must possess the QCF Level 5 Leadership and Management in Residential Childcare (or CIW-recognised equivalent).

Welsh Sector Experience: A minimum of three years' senior management experience (RI or Operations Manager equivalent) within the Children's Residential sector in Wales.

Regulatory Expertise: Expert, current knowledge of the CIW inspection process and the Welsh legislative framework.

Growth Experience: Demonstrated success in managing budgets and leading services during periods of strategic expansion and commissioning.

Welsh Registration: Must hold or be eligible for registration with Social Care Wales.

Travel: Full UK Driving Licence is essential for regional travel between homes in the Swansea area.
