Job Description:
We are seeking a dedicated and experienced Service Manager to lead outreach services supporting young people, particularly within leaving care contexts. The Service Manager will oversee daily operations, ensure compliance with legislation and organisational policies, and drive high-quality, clinically informed practice. This is a full-time, permanent role based just outside Pontypool, offering an excellent opportunity to make a positive impact on young people's lives through strategic leadership and team development.
Key Responsibilities:
- Manage all outreach services to ensure efficient operation in line with relevant legislation, procedures, and policies.
- Develop and implement a service development plan to deliver high standards of practice.
- Support staff to achieve excellence in supporting service users.
- Coordinate casework and administrative functions, evaluating performance standards.
- Assess the needs of children and young people, creating tailored development plans.
- Lead recruitment, vetting, interviewing, and induction of new staff members.
- Contribute to staff training programmes to ensure all team members possess necessary skills.
- Foster positive relationships with staff, young people, and external stakeholders.
- Liaise with multi-disciplinary teams and commissioning authorities to meet support needs.
- Chair meetings, reviews, and discussions as required.
- Ensure professional ethics and behaviour are maintained by all staff.
- Provide support, advice, and coaching to team members.
- Oversee staff appraisals, supervision, and rota organisation to meet young people's needs.
- Adhere to financial and administrative procedures within set budgets.
- Collaborate with other managers to meet the emotional and physical needs of young people.
- Promote safeguarding and uphold individual rights, ensuring high-quality, respectful support.
- Liaise with regulatory bodies and complete documentation for inspections.
- Participate in an on-call system and maintain a safe environment.
- Support continuous service improvement and strategic planning.
- Ensure compliance with health and safety legislation.
- Implement and manage an accredited Agored Cymru programme for young people.
- Deliver out-of-hours support as needed.
- Build and maintain multi-agency partnerships.
- Lead a confident, effective team with a proactive, solution-focused approach.
Requirements:
- NVQ Level 4/5 in Residential or Leaving Care Management (or equivalent).
- Proven experience in service management within social care or youth services.
- Strong leadership and team-building skills.
- Knowledge of safeguarding, care standards, and relevant legislation.
- Excellent communication, organisational, and interpersonal skills.
- Strategic thinker with change management experience.
- Experience working with multi-agency teams and regulatory bodies.
- Ability to remain calm under pressure and make sound decisions.
