Job Title: Projects Manager (Housing Support)

Job Description:
We are seeking a Projects Manager to oversee service delivery and ensure the highest possible housing-related support for individuals supported, funders, and partnership agencies. This Projects Manager role is based in South Wales and will support teams delivering housing-related support to vulnerable people aged 16 and over, working closely with Social Services and Housing.
This role is a 35-hour role per week, flexible to meet service needs, with participation in a 1 in 6 on-call.
Key Responsibilities:
- Lead and support teams to deliver high-quality housing-related support in line with organisational values, funder demands, and the needs of individuals supported
- Provide effective reactionary support, advice, and guidance to colleagues, including support and supervision and ensuring attendance at reflective practice sessions and team meetings
- Support staff to manage risk and safeguarding concerns appropriately, including timely action and guidance
- Manage and record annual leave approvals, sickness absences, and return-to-work processes for line-managed colleagues
- Apply Health & Safety procedures in line with relevant policies and work practices, working with the Health & Safety Co-ordinator
- Ensure best-practice delivery, including psychologically informed and trauma-informed practice, with kindness and compassion
- Ensure training completion within the organisational matrix and support full induction for new colleagues
- Ensure clear and accurate returns prior to submission to HR, Payroll, Monitoring and Evaluation
- Ensure appropriate cover for all projects (including on call) to maintain effective service delivery
- Monitor service performance against project action plans and funding requirements, in partnership with the Contract & Quality Assurance Manager
- Manage caseloads, referrals via the Locata Gateway, and urgent/emergency needs in line with contract requirements
- Ensure risk assessments, safety planning, and safeguarding processes are in place, including MARAC and MAPPA where required
- Liaise with statutory and voluntary agencies to build and sustain effective project operation
- Complete regular file and case management audits to ensure consistency of service delivery
- Ensure monitoring statistics/returns are completed to deadline by line-managed staff
- Manage authorised spending within budget, liaising closely with the Manager on expenditure
- Ensure petty cash systems, spend approvals, and travel expenses are submitted on time
- Support timely completion of funder monitoring returns, checked and submitted in partnership with relevant leaders
- Provide appropriate “money guidance” (not advice) and support income maximisation for individuals supported
Requirements:
- Experience in line management in a support environment
- Experience managing teams supporting individuals with complex needs, including mental health, offending, substance misuse, childhood trauma, and being care-experienced
- Experience working with a focus on psychologically informed and trauma-informed practice
- Knowledge of housing and homelessness issues relating to young people and vulnerable women, including those impacted by domestic abuse
- Knowledge of risk management measures and safety planning with individuals affected by abuse
- Experience supporting teams to engage people with complex needs and trauma who struggle to engage
- Ability to coordinate and effectively manage a diverse team and foster team spirit in a changing environment, using reflective practice
- Strong decision-making skills in a sensitive, consultative manner
- Computer skills including MS Word, Teams, Outlook, and case management systems
- Effective communication skills (written and verbal) with individuals supported, colleagues, and professionals
- Ability to liaise effectively with partner agencies to ensure smooth and consistent service delivery
- Positive attitude towards people with support needs and risk issues, with willingness to work on own initiative and in partnership with senior colleagues
- Willingness to cover for project staff in their absence and undertake reasonable duties to support smooth running of the service
- Understanding of and commitment to working within a trauma-informed support framework
- Driving licence and access to a car
